Applicants are selected from our waiting list in chronological order based on the date and time their completed application is received. Blue Mountain Senior Housing serves seniors 62 years of age or older whose annual household income falls below 50% of the Area Median Income.
Applicants may request reasonable accommodations or modifications to units, policies, or procedures to meet disability-related needs. All applicants must update their information with management at least every 6 months to remain active on the waiting list. Failure to respond to management inquiries may result in removal from the list.
When a unit becomes available, applicants at the top of the waiting list will be contacted by phone. If we are unable to reach you, we may be required to skip your application in accordance with our Tenant Selection Plan. Background screenings are conducted prior to final eligibility, with no cost to the applicant.
All rents are HUD-subsidized and set at 30% of adjusted monthly income. Water, sewer, and garbage are included, and tenants receive a rent credit each month to assist with electricity.

Blue Mountain Senior Housing is designated as a HUD PRAC 202 community for seniors. To qualify, applicants must:
Be 62 years of age or older at the time of application.
Have an annual household income at or below 50% of the Area Median Income (AMI).
Meet all HUD and property eligibility requirements, including background screening.
Applicants may request reasonable accommodations or modifications to policies, procedures, or units to ensure equal access to housing. Verification of Social Security numbers and proof of eligibility for all household members is required prior to move-in.

Conveniently located in College Place and Walla Walla, our duplex-style one-bedroom apartments are designed with seniors in mind. Each home provides a welcoming, private space with access to nearby shopping, banks, pharmacies, restaurants, and public transportation.
Residents enjoy the peace of a residential neighborhood while remaining close to community services and activities. Off-street parking is available, and reasonable accommodations or modifications can be made to meet individual accessibility needs. Utilities including water, sewer, and garbage are provided, and each household receives a rent credit toward electricity.

Properties that offer HUD Project-Based Subsidized apartments
These properties are private, non-profit or Housing Authority Public rental housing where the federal and/or state government provides subsidies directly to the property through a HUD contract. The property owner or housing authority applies those subsidies to the rents he/she charges income eligible households. Unlike the Section 8 Housing Choice Voucher tenant-based subsidy program, Project-based subsidy is not portable or transferrable. It stays with the property.
Your rent at a Project-based subsidized property will be approximately 30 % of your adjusted monthly income as long as you qualify. You will need to income qualify and recertify your income at least once per year, or more often if necessary. Applicants for these properties need to qualify between the HUD Extremely Very low (30%) and the HUD Low (80%) annual gross income limits, depending upon program requirements and give preference to lower income limit households.

Background Screening Information


A comprehensive re-usable tenant screening report (portable report) means a tenant screening report, prepared by a consumer reporting agency at the direction of and paid for by the prospective tenant, and made available directly to a prospective landlord at no charge. Reports are re-usable for 30 days for multiple landlords.
In accordance with Senate Bill 6413 effective 6/9/2016, landlords have the option to either accept or not accept portable reports, and the landlords decision must be included in the landlord’s posted rental criteria.
If the landlord indicates its willingness to accept a comprehensive reusable tenant (portable) screening report, the landlord may access the landlord's own tenant screening report, regarding a prospective tenant, as long as the prospective tenant is not charged for the landlord's own tenant screening report.
